"The president is not a king," he said. "He does not have the power to wage war against another country absent a declaration of war from Congress." says a John Conyers, D-Michigan, Representative of Congress, in an article in cnn. The same lawsuit was filed during bush sr's war...but to no avail, the judge ruled against it saying that Bush had not committed to a course of action and also that there were not have people/representatives supporting it. In this lawsuit in 2003, there is a difference in that soldiers have become a part of this lawsuit. To me, this is huge. Soldiers are saying in essence 'I am not supporting your decision to have this war, and i don't think that you alone should start this war without you having to follow the normal process. you, mr. president, are stepping beyond your role and your power."

"We have a message for President Bush today -- read the Constitution," said John Bonifaz, the Boston attorney who filed the lawsuit. ("Conyers cited an excerpt from Article 1, Section 8 of the U.S. Constitution that states, "Congress shall have power ... to declare war.")
